Fox has spent almost all his football career at Man Utd, progressing through the ranks from the age of 14. He has also played around 30 games for the England youth teams.
Despite his calibre, the midfielder has never played a first team game for the Red Devils, though he did play at Royal Antwerp last season.
Fox told ShrewsWeb: "I don't think coming to play first team football in League Two it's a step down at all, I've played a lot of reserve football and that doesn't compare to playing in a first team competitive match in the league."
Fox should slot straight into midfield for Friday's game against Rushden. He described his style as: "I'm a passing midfielder and like to try and create things, like to keep things simple and keep the team ticking along."
He also pledged to give thwe fans 100%.
Fox said he would be up for extending his stay, if circumstances allowed it, "If it goes well then hopefully I can stay a bit longer, you never know how these things work out and if suits me and suits the club then I wouldn't be against the idea," he said.
