Steele's strike partner Andy Scott also grabbed a double and saw his side hit the top of League Two.
Shrews fans will be disappointed to see Town again struggle from crosses, as all Orient's goals came inside the area. With Town three down at half time, a comeback was never on the cards, the only (tiny) consolation being a first Salop goal for new loanee Dave Fox.
Only time will tell if Town can recover from their current precarious position.
